We are seeking a part-time Clerk/Responsible Finance Officer, to work on average 10.5 hours per month, working principally from home. A laptop and printer are provided. Other than a requirement to attend and support Parish Council meetings, which currently take place on a Tuesday evening every other month, the Clerk is expected to provide guidance to the Parish Council to ensure it acts within its powers and complies with all legal and statutory responsibilities.The role includes:
- Preparation of agenda and minute taking at Parish Council Meetings
- Follow up on agenda items and actions from meetings
- Liaise with the Local Authority
- Management of accounts, including maintaining financial records, bank account reconciliation, preparation of budgets, PAYE etc
- Preparation of the Annual Governance and Accountability Return
- Management of the Parish Council Website and its ongoing administration
- Filing and archiving records
Salary is calculated according to National Joint Council Guidelines, pro rate for the number of hours and dependent on experience.
Meetings are currently virtual on-line via the Zoom platform but are normally face to face in St Edwins Church Hall, High Coniscliffe.

The Parish Council have, on your behalf, consulted with Darlington Borough Council to be recipients of a contribution from the S106 funding to be paid to DBC by Robertson Homes to mitigate the effects of the development on Gate Lane, Low Coniscliffe. An initial Schedule of Improvements was prepared, under the terms of a S106 Agreement, and subsequently submitted to Darlington Borough Council.At a meeting with a representative of Darlington Borough Council on 02 October 2020 we were advised that, based on the content of our application, DBC would grant the Parish Council a contribution from the S106 funding.In an effort to provide a prioritised Schedule of Improvements, in line with an overall consensus of opinion the Parish Council are preparing to contact all residents for their comments.You will receive a letter over the next few days with all the information required and we would be grateful for your comments, feedback and suggestions.Please find links below with further information if needed :

Covid 19 update
In light of new regulations from the Government, and the complexities of holding a Parish Council meeting with the public in attendance, it is unlikely that we will be able to hold a meeting for the foreseeable future.

The proposed Representation Period will run from Thursday 06 August - 17 September 2020.
This is the final opportunity to have your say on the legal compliance and soundness of the Local Plan, before it is submitted for Independent Examination by the Planning Inspectorate.
The Parish Council have, on your behalf, engaged the consultancy services of Jo-Anne Garrick. You may remember, Jo-Anne worked with us on the development of the Low Coniscliffe and Merrybent Parish Neighbourhood Plan. Jo-Anne will complete and submit the Representation Form(s) on our behalf.

Robertson Homes Update
Robertson Homes have advised that sections of hedgerow have been reduced in height for advertising purposes and that all appropriate permissions were granted by DBC. These sections will be allowed to grow back.
It has always been Robertson Homes intention to retain the hedge line along the A67, with some thinning works to ensure this is allowed to thrive. There will be some additional planting behind the existing hedgerow, to reinforce the screening of the development
Within the next 2/3 weeks, the security fencing on Gate Lane will be removed and the area landscaped – hence the covering of the foundations of the two affordable homes, as these will be the last two properties to be built.

Anti-Social Behaviour Update
Andy Cusick called to advise that it is has been arranged to increase team numbers over the next week – it would normally be end of term!
Regrettably, rubbish left continues to cause concern – again, thank you to all who give their time to collect.
Ward Cllr Gerald Lee attended a Health Scrutiny Meeting on Wednesday, 15th July. He raised the problems we are experiencing with visitors and social distancing. The Health Director was very concerned – the intention is to prevent a second wave of Covid-19. The Health Director is to talk with the Police Authorities, however, the present situation calls for the Police to cover a large area throughout the County.

Following discussions with Ward Cllrs Gerald Lee and Paul Crudass, together with Andy Cusick – Rural NPT (Rural Policing), we can confirm that the Local Authorities and Landowner are working together, in an effort to resolve the various issues of anti-social behaviour.

Reopening site w/c 27 April, with a small team to carry out task of preparing the site for working safely and in compliance with Government recommendations. Once confident measures are effective, they will commence a phased return, at a scale which social distancing can be safely observed.
